Laws limiting rent hikes to once every two years have passed all stages in the Oireachtas.
The Residential Tenancies Bill means landlords can only raise rents every two years, and must prove the increase is justified.
It also requires tenants to sign paperwork, confirming they are aware of their rights whenever their rent is increased.
It also brings housing associations under the remit of the state's rental regulator.
The bill is now set to go to President Higgins to be signed into law.
