Builders of new developments will have to provide up to 10 percent of homes for social housing which is in major short supply in Dublin.
Up to now developers could buy their way out of it.
Environment Minister Alan Kelly unveiled the draft legislation today.
The legislation includes a use it or lose it clause - meaning planning permission will be taken off developers if they don't get on with the job.
Construction bosses will also have to pay a vacant site tax if they don't build on green areas or put empty shops into use.
Its hoped the new laws will play a role in bringing life back into towns and villages across the county.
