The plans include consecutive sentences instead of burglars serving multiple jail terms at the same time.
Judges would also get more power to refuse bail.
The new restrictions will apply to those who have two or more charges of burglary pending.
The Justice Minister Francis Fitzgerald is to bring the plans to ministers today.
This is expected to be the first in a series of measures to be announced between the Justice Department and the Gardai.
