Over 3,000 people haven't turned up to their driving tests so far this year.
The RSA says over 640 applied for tests last month and never showed up.
Two Dublin test centres had the highest number of no-shows in May.
Figures from the authority found there were 59 no shows at the Tallaght centre and 57 at the Finglas centre.
The centres at Dun Laoghaire/Deansgrange, Raheny and Mulhuddart also hit the top ten for no shows in 2025.
Government ministers have indicated they're in favour of introducing a penalty of some kind for no-shows.
But Shane O'Donoghue, Editor of CompleteCar dot-i-e says people simply keep re-applying.
"This is a major problem here, there's no limit at all.
"People can just keep applying for a driving test date, not turn up, get a new learner permit and keep going forever.
"They never need to change over if that's what they want to do."
Meanwhile, Junior Transport Minister Seán Canney says they are looking to close that loophole.
"We're ready to change it but what we want to do is get the service level agreement targets to 10 weeks average waiting.
"At that stage, we will bring in a system whereby if you have applied three times for a test, just to get your permit extended, you will have to also undergo a test."
