Dog wardens issued more fines in 2013, however less people are paying them.
Fines were issued for fouling, not having a dog licence or having a dog under proper control
Just over 4000 on the spot fines were issued to dog owners last year, up from 3800 in 2012.
However there was a 21 percent fall in the numbers paying up.
South Dublin County Council issued the most fines in the country at 1165.
However a mere 47 dog owners paid the fee and 47 were prosecuted.
South Dublin also has the largest deficit for control services at over 226 thousand euro.
The DSPCA has called for more education of dog owners about their legal responsibilities.
