More than 200 deer have been shot dead in Phoenix Park over the past two years.
A sniper was hired to cull numbers, and the carcesses were then sold on to a meat supplier for almost €20,000.
The Office of Public Works says too many deer can result in more car accidents and a rise in disease.
Laura Broxson from the National Animal Rights Association believes there are better options.
"They could neuter these deer, there is even medication you can give animals now to make them sterile and stop them over-populating".
She said that the OPW "get money from selling these carcasses. It is a money making thing".
