A rent dispute in the north inner city means a housing complex containing almost 100 apartments, is lying emptyy.
Fr. Scully House near the junction of Gardniner street and mountjoy square has 99 apartments.
But Dublin City Council says it has been unable to allocate tenants because the rents sought by the Catholic Housing Aid Society are too high.
The house was built for senior citizens at a cost of 17 million euro and the council has been in negotiation with the society since July.
It comes as there's public outrage that a man sleeping rough died meters from the Dail yesterday.

Meanwhile the Archbishop of Dublin is calling for a public summit of all those involved in fighting homelessness.
