The Government’s insisting that new bin charges coming in the summer will actually benefit homeowners.
At the moment, homeowners pay every time their bin is collected and don't pay put out their green bin.
But the new pay by weight system starts on July 1st and will see charges for the green bin as well as their black.
The Environment Minister says it will actually be cheaper for most people, Alan Kelly says nearly 90 percent will save money.
"In 87 percent of all cases, people will end up paying less because of the greater segmentation of waste. It's a win-win across the board, it's a win-win in relation to people paying less but very importantly it's a win-win in relation to recycling".
However, Conor Horgan from Irish Business Against Litter says homeowners won’t be happy with these new charges.
"There is a danger, unless we have enforcement and increased education, I think you will see more dumping on foot of demanding people pay more for their waste."
Pay by weight is already in operation in Dun Laoghaire Rathdown and Conor Walsh from the Irish Waste Management Association says it’s working very well.
"The amount of waste people put out dropped by 20-25 percent. And the reason that happens is garden waste, people keep garden waste in the garden, they'll home compost more or they'll put the grass under the hedges. And they may use bring sites and civic amenity sites more as well".
The new scheme comes into force on July 1st.
