A protest will be held at the Clontarf Baths this morning, to highlight the facilities failure to open to the public.
Locals say the baths are in breach their original planning permission as a result.
Organizers are calling on the operators of the facility to fulfill their planning obligations by opening the swimming pool to the public.
Donna Cooney is a Green Party representative for the area - she says "The original planning permission said that the Clontarf Baths should be open to the public. When we saw the conditions that An Bord Pleanala put out in 2012 we were delighted that we would have the baths back. We were expecting the baths would be open on day 1, and all we saw was a giant rubber duck."
