A new road layout could affect traffic at the East Link Bridge and Point.
Dublin City Council have published plans to redraw the area around the 3 Arena in a bid to ease congestion.
The new scheme could see port access relocated and the Point Village roundabout removed to replace it with a signalised junction.
An additional traffic lane would be added with a cycle track and footpath.
Planning officials believe it will help with traffic but have admitted that it could lead to increased queues at peak times.
Members of the public can make submissions until September 14th.
