There are plans for the immediate development of hundreds of homes on three vacant sites in Dubin.
The proposal will be presented to city councillors tomorrow.
The council plans to develop more than 1300 homes as part of one of the largest building programmes by a local authority.
It would involve the development of social, affordable and starter houses at Oscar Traynor Road in Coolock, O'Devaney Gardens in Dublin 7 and St. Michaels estate in Inchicore.
Coolock would be the first area to be developed with 655 homes earmarked for the area.
An initial 8 million euro will be needed for the projects which the council would get back through the sale of private housing and commercial development.
