A new report is due to recommend changes to the management structures of an Garda Siochana.
The Irish Times says the review of the police force examined all aspects of Garda resourcing, culture, practices and procedures, and recommends reform.
It's hoped the changes will streamline admin to free up a thousand Gardai for frontline policing.
The Changing Policing in Ireland report was commissioned by Alan Shatter but will be brought to Cabinet by Frances Fitzgerald next week.
