The Health Minister wants to ban the sale of very cheap alcohol, by introducing minimum prices.
If passed, the new laws would also mean all shops have to sell alcohol from a designated off-licence section.
Alcoholic drinks would also carry health warnings and calorie information.
Leo Varadkar also wants to ban all TV advertisements of alcohol until after 9PM.
The bill stops short of banning alcohol companies from sponsoring sports events.
