Minor offenders will be given the chance to avoid court and prison under radical new measures.
According to the Irish Independent, the scheme is set to come into force in the new year.
Under the Community Justice Intervention programme, adults who commit relatively minor crimes such as public drunkenness, criminal damage, aggressive begging or illegal trading will be diverted away from the courts.
Instead they will take part in educational, community, and rehabilitation programmes.
The plan is aimed at speeding up how low level offenders are dealt with.
It comes as crime data shows that the some of the wealthiest areas have the highest rates of public order offences.
