The Government is unlikely to hit its targets for ending long-term homelessness by 2016.
The Homelessness Oversight Group says those goals are becoming more politically difficult as families compete for scarce housing resources.
It comes as Focus Ireland's annual report which is being published today, says one family a day becomes homeless in Dublin.
The charity is calling on the Government to increase rent supplement in an effort to tackle the problem.
Acting CEO of the group Mark Byrne says they've helped over 10,000 people last year, 25 per cent more than in 2012.
