It looks like homes 22 families were promised would be ready to move into before Christmas now won't be built until next month.

The City Council says the building of prefabs for the homeless in Ballymun was delayed by Storm Desmond and a protest by a group who had issues with the land being used for the development.

These modular homes at Poppintree were the first of hundreds to be announced as part of measures to ease the housing crisis.

The pre-fab style houses at Balbutcher Lane were due to be finished before Christmas as part of a fast-track project.

After setbacks, Dublin City Council said at the end of December that the 22 homes would be completed by the middle of January. Today, it's understood the development now won't be ready until at least the middle of February.

A statement from Dublin City Council said "the City Council indicated that the contractor will submit a contractual progress report on January 7th for the completion of the modular homes project in Baile na Laochra, Ballymun."

"As this is a contractual report it will not be available publicly and as such we will not be commenting any further at this juncture"

One local councillor says it's clear now that commitments made by Dublin City Council and the contractors were never going to be realised.

Noeleen Reilly says, "They had a timeline of four weeks. Looking back now, that just wasn't realistic at all and we said that to them at the time that we didn't believe their timelines were realistic given the circumstances with the weather and this time of the year".

"Dublin City Council pursued ahead and said they would be ready in time for families to move into them before Christmas. It's quite clear now that that was never going to happen".
