A report which found a Dublin nursing home restrained residents has been described as "absolutely scandalous".
Inspectors found Raheny Community Nursing Unit was "majorly non compliant" during an unannounced visit last October.
HIQA found residents had to eat breakfast in soiled underwear, and noted that proper measures weren't put in place following allegations of abuse.
In their report, inspectors stated that the centre was majorly non compliant in the areas of Governance and Management, Safeguarding and Safety, Residents' Rights, Dignity and Consultation and in Suitable Staffing.
Justin Moran from Age Action said that "this would be at the worse end" of inspection results.
He described the findings as "absolutely scandalous".
