Councillors insist the that 10 million euro that is to be invested in the area surrounding the Poolbeg Incinerator by Dublin City Council, is not enough.
Conditions attached to the project mean money must be invested in the communities of Sandymount, Ringsend and Irishtown.
A council report shows there's a one off payment of 10.38 million euro and an annual fee of 600-thousand.
But Independent Councillor Manix Flynn says he plans to fight for an extra five million.
The controversial waste plant is expected to be up and running next year, nearly two decades after it was first planned.
