It's thought a visitor centre next to Kilmainham Courthouse won't attract a significant number of extra visitors.
The 5 million euro project is expected to be finished in time for the 100th anniversary of the 1916 rising.
There's also proposals to hike the entry fee to the site next to where the Easter Rising leaders were executed.
Some 329 thousand visitors are projected, an increase of just 114 on the number of people who came to the Kilmainham complex in 2014, according to a business plan.
