Fresh tensions have emerged between Dublin City Council and the government over the homeless crisis.
In the council's latest accounts, the cap on rent allowances payments is criticised.
It's been identified as a key factor in the rising number of families ending up in emergency accommodation.
The council is also slamming a government move to refund less local authority costs.
Dublin City Council says that funds spent on homeless services increased disproportionately to other services last year, and if they trend continues the costs will continue to escalate.
