Dublin City Council plans to repossess 25 houses this year.
Unpaid debts on home loans taken out with the council, have hit over 15 million euro.
Its the highest level of mortgage arrears ever owed to the local authority.
Almost half of all homeowners who have home loans with the council are behind on their payments.
