The yellow weather alert is in place until at least 3pm with totals of 25 to 35 milimetres of rainfall expected in many areas.
Meanwhile Gardai say "Reek Sunday", the annual pilgrimage at Croagh Patrick, has been cancelled as a result of the adverse weather conditions.
Up to 20,000 people were expected to make a traditional pilgramage this morning.
The pilgramage has been happening in County Mayo for over 1,500 years.
