A €19 million visitor centre is planned for the Hellfire Club in the Dublin mountains.
South Dublin Co. Council is looking for the go ahead to create a tourist attraction.
This development would include a visitor building with an audio visual and exhibition space, and a glass fronted cafe looking out over Dublin bay.
There would also be a tree top canopy foot bridge from Massys Wood Forrests over the Old Military Road.
The council plans to undertake conservation work to the Hellfire Club, a protected structure, as well as repairs to two ancient passage tombs discovered last year.
The local authority is asking An Bord Pleanana if it needs to undertake an environmental assessment on the development which would be subject to objections if submitted.
