Short-term Lets Facing Tighter Controls In Dublin And Other RPZs

Tighter restrictions on short-term lets are set to be introduced in rent pressure zones, including Dublin.

Under the plans, it would not be permitted to advertise homes without planning, on the likes of Airbnb.

The aim is to strengthen regulatory controls on the short-term letting of a second home.

The amendment, that has been approved by the government, will mean from September 1st users of online platforms like Airbnb won't be able to advertise properties in these areas, if they don't have the right planning permission.

Non-compliance will be an offence for both the individual property owners concerned and the online platforms.

Currently, a homeowner must apply to their local authority for planning permission to change the use of the property for tourism and short-term letting purposes.

Housing Minister Darragh O'Brien hopes the new controls will lead to more homes on the long-term rental market in RPZs, where rents are highest and where households have the greatest difficulty finding affordable accommodation;

"Through these new controls we are strengthening the regulations which are in place and ensuring that homes are used to the best effect in areas of acute housing need. These regulatory controls will be in place a period of six months initially during which time the Department of Tourism alongside Fáilte Ireland will establish a new registration as committed to under Housing for All."
