The Finance Minister's signalled that the Revenue Commissioners will not play a role in the collection of water charges from those who refuse to pay.
Michael Noonan's also told the Dáil that the Government is looking at the "affordability for the generality of households".
He says an announcement will be made in the next week or two to give certainty to people.
But he appears to be ruling out the coalition calling in Revenue to do the job of collecting the charge:
