Drunkenness, fighting and drug taking is a persistent problem on the luas.
The company that runs the service wants a special group to be set up to help tackle anti social behaviour.
There have been 644 recorded incidents of anti-social behaviour on the luas so far this year.
Fifty three were threats to the public and 23 of racism while drunkeness, drug taking and fighting were also witnessed.
Gardai and members of Dublin City Council have been told of the problem.
The issue is most pronounced on the red line from Tallaght to the Point.
Now Transdev which operates luas, wants to set up a group to try to address the problems.
