Political parties will not have to disclose details of salaries paid to staff.
New rules were introduced by Brendan Howlin to ensure increased transparency about high salaries in bodies receiving state funding.
However the Sunday Times reports that these rules will not apply to political parties.
It estimates the parties received just over 102 million euro in public funding between 2007 and last September.
