Planning permission is expected to be lodged later today for the new National Children's Hospital at St James's.
It would bring the three existing children's hospitals, Crumlin, Tallaght and Temple Street, together at a cost of 650 million euro.
The hospitals board said there has been extensive consultation with staff, families, as well as local residents who have fears over traffic congestion and the scale of the development.
Some children's groups are objecting to the location.
