Transport chiefs are putting plans in place for more toll points on the M50.
However they say it's just in case they need to be introduced to tackle congestion in the future.
Transport Infrastructure Ireland is looking for businesses interested in operating the system from next year.
But, according to the Irish Independent, TII has no immediate plans to start charging drivers.
Last year its CEO told the state's public spending watchdog it would be up to the government to make that decision.
Its one of a number of measures being considered to tackle the gridlock, including reducing the speed limit during rush hour to keep traffic moving.
