A new plan has been unveiled which will regulate how more than half of Dublin's waste in managed.

The Eastern-Midlands Region waste management plan will also make sure that householders are using licensed bin collectors.

The plan covers all four Dublin Local Authorities and eight others around the east coast and midlands area.

There’s  three objectives, to prevent waste, increase recycling and cutting the amount of rubbish that ends up in landfill.

The plan is also looking at regulating pay by weight bin collections and clamping down on rogue operators.

Hugh Coughlan is in charge of the Eastern-Midlands Region

"There will be regulation in terms of obligations on householders to be able to prove that they have waste collected by an authorised provider or that they're disposing of it at an authorised facility".

Kieran Mullins from the Irish Waste Management Association says unlicensed companies are a big issue.

"You have people out there, flouting the rules and regulations, that legitimate members are trying to proceed with. And as a result of that, you've got a totally unfair market in some locations".

The 500 million Euro Poolbeg incinerator doesn’t fall under this plan but work on the facility has already started and it's expected to be operational in 2017.
