Dutch investigators say Malaysia Airlines flight MH17 broke up in mid air after being hit by 'high energy objects from outside the aircraft'.
The initial report says the black box flight data recorder showed no evidence of technical malfunctions or warnings.
298 people died in the crash in July.
Geraldine Coughlin, Lecturer in International Law at the Hague University, says this is an interim safety report that doesn't investigate who was responsible.
