Only 10 percent of students will be able to live on campus at the new 200 million euro DIT in Grangegorman.
Accommocation for 2000 students will be built on the 50 acre site.
However the college is due to have a population of more than 20 thousand in five years time.
The decision to build housing for just 2000 students was made 8 years ago, before building standards banned bed-sits and before students were priced out of the market.
Despite the current housing crisis the Grangegorman Development Agency said it cannot increase the number of bed spaces because they are fixed under a planning scheme for the campus.
The area is designated a strategic development zone which means any building approved on the site cannot be appealed to an Bord Pleanala.
