A report by the Garda Watchdog has found that an officer did stand on a homeless man on Henry Street.
Mobile phone footage went viral when it was posted to social media in March.
An investigation's found the man had drunk five bottles of wine, and had already been asked to move on before being pepper-sprayed and then stood on.
GSOC says the force used by the Garda was justified, proportionate, and no more than absolutely neccesary.
