Water charges are expected to be delayed when the Cabinet signs off on its final plans for the levy today.

Under the new regime, households won’t be charged until January and the flat rate is likely to be capped for at least 4 years.

Final bills look set to come in at under 200 euro for households of two or more adults.

Its after a barrage of criticism and protests in recent weeks with public anger over the water charge at an all time high.

This new package will aim to calm the demonstrations.

The charge will now not apply until January - a delay of three months on the original target.

The controversial PPS number requirement will also be changed - with just one number now required to access the 100 euro grant from the Department of Social Protection, but the number won’t be given to Irish Water.

After that, one adult homes will pay 76 euro per year and households with more than one adult will be charged 176 euro.

Both of those figures take effect regardless of the number of children in the home.

The new regime will be in place for at least the next 4 years and will be signed off by Ministers today.  

Environment Minister Alan Kelly says he believes the changes will end public anger.

Meanwhile a member of the Right2Water campaign says violence will not be accepted at their next mass demonstration.

It's organising a People's Assembly for Wednesday 10 December and meet today to discuss the plans.

It comes after two anti-water charges protests involving the Tanaiste and the Taoiseach in the last few days turned violent.

Last night, Enda Kenny was met with angry chants by demonstrators at an event in Sligo, with some protestors jumping onto his car.
