The national housing charity, Threshold, is calling for reform of rent supplement, as well as "rent certainty".
Threshold says current legislation contains loopholes, which means families living in rental properties could lose the roof over their head.
The organisation wants a strategy which covers rent supplement, deposit protection and minimum standards in rented accommodation.
