26 pregnancies were terminated in Ireland last year.
Three of the women were at risk of suicide, while the rest had health problems.
They're the first terminations to be carried out under a new law introduced following the death of Savita Halapanavar.
The Health Minister said the figures are in line with expectations.
The figures are contained in a report on the operation for a full year of the Protection of Life During Pregnancy Act.
Leo Varadkar said “Abortion is illegal in Ireland except where there is a threat to the life of the mother. In these circumstances, it is a matter for the patient and her doctors".
