There are plans to build 4,500 new homes on the southside of the city.
South Dublin County Council's plan involves a one billion euro investment.
The homes will be built in Tallaght, Rathcoole, Clondalkin and Clonburris.
70% of the new homes have been earmarked for social or affordable housing.
