An announcement of the Cabinet reshuffle may not now happen until tomorrow as talks between Enda Kenny and Joan Burton will not resume until later today.

While a draft policy document has been agreed between the Taoiseach and Tánaiste sources say much works remains to be done.

Last night the Taoiseach and Tánaiste finalised a draft plan on the coalition's policies for the next 18 months.

They've gone away to talk to their advisors about this, with the intention to sit down again to discuss any changes.

But the Taoiseach is due in the Dáil and the Tánaiste in the Seanad, meaning a resumption of talks won't happen until later this afternoon.

A meeting of the mini-Cabinet, or Economic Management Council, which is the Taoiseach, tánaiste, Finance Minister and Public Expenditure Minister, is scheduled for this afternoon but the possibility of other Ministers also having a roll appears to be a stumbling block.

Enda Kenny and Joan Burton have still to discuss any re-assignment of portfolios and the people to fill those roles and this is also still expected to take some time.

So while an announcement of the changes is still possible for tonight, it now appears that tomorrow is more likely.

That may suit the President Michael D Higgins better, as he's holding a garden party in the Aras this afternoon.
