Penneys parent group Primark says notes stitched to labels found in clothes in one of their Welsh stores were a hoax.
They believe the labels, which said "forced to work exhausting hours", were put on the top and dress in the UK as both were made in different factories thousands of miles apart.
The company also added that an exhibition of labels similar to those found took place in Swansea in 2013 and it encouraged visitors to sew labels onto clothing.
Primark say they're still investigating the discovery of a third label on a pair of trousers bought in Belfast in 2009.
