A €65M plan to build hundreds of homes along the Royal Canal has been appealed to An Bord Pleanala by around 4000 local residents.
Pelletstown which is between Ashtown and Cabra, is earmarked for residential growth.
However existing residents say the new homes should not be allowed because facilities promised, including schools and a railway station have not been built.
Just 4 kilometres from the city centre, the area was zoned in 1999.
