Plans for the contentious cruise ship berth in Dun Laoghaire are expected to be lodged with An Bord Pleanala later today.
The development has caused a split in the town, with business groups welcoming it and those who want to protect the seafront opposing it.
The plan will see the ramps at the former Stena HSS terminal demolished and new moorings built to allow bigger cruise ships dock in the harbour.
The harbour itself would also have to be dredged to create a deeper navigation channel.
