The city council is planning to introduce extra bus lanes for the north quays.
The radical proposals would reduce car access to the city centre.
The plan to use two of the three lanes on Ormond Quay and Bachelors Walk for buses will go out to public consultation next week.
It would stop cars from turning right at Bachelors Walks onto O'Connell bridge, and ban cars from going straight ahead onto Eden Quay.
To get to the south side drivers would have to take a loop up O'Connell St. and around Parnell St. or turn right at Capel St. Bridge.
The plan could come into effect as soon as August and doesn't need the approval of councillors.
