Construction of a cycle lane to link the north and south sides is due to begin in April.
The 2 kilometre stretch from Wooden Bridge to Causeway Road in Clontarf is the key link in the Dublin Bay Cycle Path which will stretch from Sutton to Sandycove.
Five million euro will be spend on the project which will take 18 months to complete.
Work will have to take place in phases to comply with bird habitat conservation regulations.
The full route crosses three local authority boundaries and is likely to take several years to construct.
Once completed it will provide a 22 kilometre continuous off road cycle route around the bay and will be one of the longest coastal promenades in Europe.
