An independent review has found that Gate's former Artistic Director Michael Colgan has "a case to answer in respect to dignity at work issues, abuse of power, and inappropriate behaviours."
56 people gave "credible and consistent" testimonies as part of an investigation into Colgan's behaviour while in charge at the theatre.
14 recommendations have been set out to ensure that the Gate is a positive and safe place to work in the future.
They include limiting the tenure of Artistic Director, a policy of zero tolerance of abuse of power and comprehensive training for all managers.
The board says its committed to implementing and following through on all recommendation.
