The boss of Dublin Airport has described restrictions attached to the building of a new runway as "catastrophic".
Construction is expected to begin at the end of this year, with hopes flights can start using the new runway during 2021.
However, the new runway was approved on the basis that it can't be used between 11pm and 7am.
Rules also state that Dublin Airport would have to reduce the number of flights operating on its existing runway, once the new one opens.
The conditions are based on a number of concerns from locals, mostly about noise.
DAA Chief Executive Dalton Philips said he "totally understands" the concerns, but is calling on the government to review the strict conditions.
He argues that “North Runway will be Ireland’s new path to the world, and will help position the country to compete globally in a post-Brexit environment."
The restrictive conditions "would limit the airport’s operation during the night and first thing in the morning, which is the airport’s busiest time of day", he explained.
"The impact of the restrictions would cost 14,700 jobs within 20 years of the new runway opening".
Mr.. Philips promised to meet with those concerned to "ensure clarity for airlines, passengers and other stakeholders".
Fingal County Council has already been chosen to lead a noise management regime for Dublin Airport, but the legislation to allow that work begin hasn't yet been passed.
