The Dáil debate on the Oireachtas report into abortion has begun.
Simon Harris is giving the opening statement, and listed the number of women in every county who traveled for an abortion last year.
The Health Minister says it's become clear the Oireachtas can't proceed any further without a change to the constitution.
He's also said the state has turned a blind eye towards women in difficult situations for far too long.
