There could be major disruption to traffic around College Green when Dublin City Council reviews its traffic management plan.
The local authority is pressing ahead with its own arrangements after an oral hearing by planning bosses was cancelled.
An Bord Pleanala had been due to hold a public hearing next week on the City Council's plan to pedestrianise the area.
However, the hearing was cancelled because not enough time was given in notices that appeared in newspapers.
Now with no rescheduled date for the meeting, Dublin City Council is going to press ahead with its own traffic management arrangements.
The local authority says its priorities are pedestrians and the new LUAS Cross City line, which the CEO of the National Transport Authority Anne Graham is backing.
"I think it's good that Dublin City Council along with ourselves are looking as LUAS is now operational to see what can be done in advance of the College Green proposal hopefully coming to fruition", she said.
It's unclear as yet what the traffic arrangements will look like but the council could issue an outright ban on taxis and cars from the area or stop buses from driving in front of Trinity college to get to Nassau st.
Councillor Mannix Flynn admits that while "everybody would like a plaza in the city centre that is workable", he believes people wouldn't back it if they "look at the cost and if they saw that buses were being re-routed down the likes of Parliament Street".
It's unlikely that the council will ban buses from travelling to and from Dame Street ahead of the board's decision but any changes have the potential to result in major traffic congestion.
Dublin City Council has said that the new plaza will be an "attractive tree-lined, granite-paved 7,300 square metre space, which will facilitate major public gatherings and professional events through the city”.
When complete, the newly-created space will have the capacity to accommodate up to 15,000 people for staged events.
