A stop-and-search on the street or at a festival may no longer land drug addicts or recreational users in jail.
People caught with small amounts of substances including heroin and cocaine could soon escape conviction under new plans being announced by the government today.
The strategy is aimed at shifting the war on drugs from users to dealers.

The plan also includes a move to provide more drug liaison midwives in hospitals to help detect and treat mums with addiction.
