Plans to upgrade Phibsborough village have been submitted to Dublin City Council.
They are part of a 2.8 acres redevelopment of the shopping centre and surrounding area which would take two years to complete.
The scheme by MM Capital includes new retail space, offices, the construction of 340 student apartments in blocks ranging up to 7 storeys and a new civic plaza.
The development will involve upgrading the existing tower block in the village instead of demolishing it.
If given the go ahead the project will also see construction on part of the grounds of Dalymount Park.
It includes the demolition of the east terrace of the stadium which is not owned by the city council.
A new civic space linking Phibsborough Road to the North Circular Road with access to Dalymount Park would also be created.
The student accommodation element of the development is expected to open for the start of the 2019 academic term and will cater for students attending the DIT Grangegorman Campus and Dublin City University.
