If the worker pays it, and the fund value is calculated the way the revenue calculate the value for tax at retirement, many workers will have a huge shock. Someone on 60k with 30 years service expecting a pension of 40k and a lump sum of 100k has a fund value of 900k: 0.6% will be €5,000 per year extra tax: not 500! I can't see employers paying it, and the taxman will want it up front. Every year. btw the pensioners just retired will have a similar fund value, and have to pay it too. Can't see it ever being abolished, or reduced, if we let it get started. How will it be paid?
